Stop the Criminalization and Inhuman Punishment of Women

The Stop the Criminalization and Inhuman Punishment of Women campaign was launched in Indonesia in 2008. At the time of the launch, applied Syariah law in Indonesia did not proscribe whipping as a punishment, except in the region of Aceh. However researchers in Makassar, South Sulawesi, encountered a new case of a local / regional regulation proscribing whipping, which indicated the concrete growing influence of Islamic fundamentalist forces in the country.

We maintain that the regional policy contradicts the National Legislation [National Act number 10/2004], and further, the formation of the policy, which included no consultation with women about the content, explicitly hinders women from accessing their rights and seeks to put increased controls on their bodily autonomy. In response, the Campaign advocates for increased representation of women in decision making positions, and a repeal of current legislation that subverts women’s rights.

To this end, the our activities include conducting village discussions on the issues, trainings on feminism and leadership for grassroots women, holding dialogues with state representatives and policy makers, and advocacy through radio shows, print media and film.

To date, we have already held a successful dialogue with the governor of South Sulawesi on how current policy-making mechanisms do not provide space for women’s involvement, and are lobbying for inclusive policy making mechanisms to be upheld, legally integrated into the regulations of the Internal Affairs Ministry and monitored as to their implementation at the local level.
